New Housing Assistance Strengthen Support for Andover Residents

Two new housing programs are now available to help Andover households facing financial stress. Both are administered by Andover Community Trust (ACT).

The Emergency Community Assistance Program offers up to $10,000 in direct aid for families in hardship. Funds may be used for rent, mortgage, utilities, or urgent one-time housing needs. The Tenant-Based Rental Assistance (TBRA) Program provides up to one year of rental support for eligible tenants. TBRA is funded through HUD’s HOME Program and also administered locally by ACT. Households contribute 30% of their income toward rent, while the program covers the balance directly with landlords. Read the TBRA pamphlet »

“These programs are especially important in a town like Andover,” said Denise, Executive Director of ACT. “Even in communities where overall income levels are high, many households face challenges with housing costs. Thanks to the generosity of our partners and neighbors, families can stay connected to schools, friends, and the networks that make our community strong.”

How to Apply

See details on the ACT website Financial Assistance page.

Funding is limited. Residents who may qualify are encouraged to apply soon and to share these opportunities with neighbors who might benefit. These programs are not just financial support—they are a reflection of the values of care, connection, and community that define Andover.
