New Community Assistance Programs for Andover Residents
Two new community assistance programs are now available to eligible Andover residents: Emergency Community Assistance and Tenant Based Rental Assistance (TBRA).
Emergency Community Assistance
Funded by the NiSource Charitable Foundation Fund for Merrimack Valley, a Field of Interest Fund at the Essex County Community Foundation, this program provides financial support to Andover households experiencing serious hardship.
Assistance is available for both ongoing housing expenses and one-time emergencies.
Eligible households may receive up to $10,000 in direct funding.
Priority will be given to the households with the greatest need.

WAITLIST - Tenant Based Rental Assistance (TBRA)
The Andover HOME program offers income-based rental assistance for up to one year. The program is administered by the Andover Community Trust in partnership with tenants and landlords.
Tenants contribute 30% of their household income toward rent.
The program pays the remaining balance directly to the landlord.
Eligibility: Annual household income must not exceed 60% of the area median income (AMI).
This is a HUD-supported program, and all documentation will be verified.
Funding is limited; not all applicants will be selected.
