New Community Assistance Programs for Andover Residents

Two new community assistance programs are now available to eligible Andover residents: Emergency Community Assistance and Tenant Based Rental Assistance (TBRA).

Emergency Community Assistance

Funded by the NiSource Charitable Foundation Fund for Merrimack Valley, a Field of Interest Fund at the Essex County Community Foundation, this program provides financial support to Andover households experiencing serious hardship.

  • Assistance is available for both ongoing housing expenses and one-time emergencies.

  • Eligible households may receive up to $10,000 in direct funding.

  • Priority will be given to the households with the greatest need.

WAITLIST - Tenant Based Rental Assistance (TBRA)

The Andover HOME program offers income-based rental assistance for up to one year. The program is administered by the Andover Community Trust in partnership with tenants and landlords.

  • Tenants contribute 30% of their household income toward rent.

  • The program pays the remaining balance directly to the landlord.

  • Eligibility: Annual household income must not exceed 60% of the area median income (AMI).

  • This is a HUD-supported program, and all documentation will be verified.

  • Funding is limited; not all applicants will be selected.
