New Andover Rental Assistance Program to Launch Soon: HUD-Funded Subsidies for Income-Eligible Households

Applications will soon open for a new rental assistance program in Andover, funded through the U.S. Department of Housing and Urban Development’s (HUD) HOME Program. This Tenant-Based Rental Assistance (TBRA) program will offer limited, short-term rental subsidies—up to one year—for income-eligible households.

The program is designed to help qualifying renters pay no more than 30% of their household income toward monthly rent. The subsidy will cover the remaining balance of the rent, provided the rent is deemed reasonable based on comparable unassisted units in Andover, according to HUD guidelines.

Who Is Eligible?

Households may qualify if their income is less than 60% of the Area Median Income (AMI) at the time of initial occupancy. Income limits, which HUD updates annually, currently are:

  • 1 person: $59,400

  • 2 persons: $67,860

  • 3 persons: $76,320

  • 4 persons: $84,780

  • 5 persons: $91,620

  • 6 persons: $95,340

Other Eligibility Requirements

  • Applicants must live in Andover.

  • Applications must be complete with all required documentation.

  • Households currently receiving Section 8 or similar rental assistance are not eligible for this program.

  • Rent must fall within HUD’s reasonable rent limits for Massachusetts.

Priority Considerations

Applications will be reviewed on a first-come, first-served basis, though priority will be given to:

  • Emergency applicants who are homeless, facing eviction through no fault of their own, or fleeing domestic violence.

  • Households spending a high percentage of their income on rent.

Program Notes

  • The program will continue until all allocated funds are fully distributed.

  • Not all applicants will receive assistance, as funds are limited.

  • Andover Community Trust will work closely with tenants and landlords to manage the subsidy payments.
