Applications available through July 31 for Tenant Based Rental Assistance

Applications will be available July 1 for rental assistance through the United States Department of Housing and Urban Development (HUD)’s HOME Program.

In Andover, funds will be available to provide rental subsidies to 4 to 6 income-eligible households to provide a short-term subsidy (up to one year). This would allow a household to pay only 30% of their income for their monthly rent, with this subsidy program paying the remaining balance of the monthly rent amount.

Households are eligible to apply for TBRA if they earn less than 60% of area median income at the time of initial occupancy. (This is the gross income for the entire household.)

In addition to the income guidelines, applications must meet other requirements, including:

  • Applicant household must live in Andover.

  • Applicant must be ready to proceed.

  • Application must be complete with all required documentation provided. 

  • Households receiving assistance under Section 8 or other similar government programs may not also receive TBRA.

.HUD’s Community Planning and Development’s HOME program Income Calculator is used to determine income eligibility and assistance amounts. The amount of rent must be reasonable based on rents charged for comparable unassisted rental units in Andover, subject to the limits below.

Applicants will be reviewed after July 31, and tenants chosen for the program will be notified in August. Landlords must approve of the program arrangements, and rental assistance will begin in October. The program will end when all allocated funds have been expended.

Andover Community Trust will work alongside the tenant and the landlord to help pay the tenants’ rent. Because funds are limited, not everyone who applies for this assistance will be chosen, and preference will be given to those paying the greatest percentage of their income toward their rent.
