In November of 2004, ACT completed
a one day strategic planning workshop and the board committed to
increase its activity level to development of three homes a year
by 2009. A great deal of progress has been made in the past year.
ACT continues to build connections with other local organizations,
which will help in the identification of additional sites on which
to construct affordable homes. AVIS (Andover Village Improvement
Society) referred the donor of the Heather Drive parcel to ACT.
Town owned parcels are another resource. The Affordable Housing
Partnership Committee has identified Town owned parcels which might
be suitable for affordable housing (including a town owned lot on
Heather Drive). Recently ACT has been approached by owners of two
small lots which do not conform to Town zoning. It has signed a
purchase and sale agreement for one lot from the current owner at
a price significantly below the cost for a lot on which a market
rate home might be built.
