Town of Andover 2024 Community Assistance Program

This program is designed to provide assistance to Andover residents who find themselves unable to pay rent, mortgage, utility or other housing payments due to unemployment, underemployment or other continuing hardship associated with the Coronavirus pandemic.

Andover Community Trust is facilitating this program for the Town of Andover under the American Rescue Plan Act.

General Eligibility Requirements

The program is for residents who are more than one payment behind on one or more property charges including rent, mortgage, utilities, HOA fees, or condominium fees. Eligible households are those earning no more than 80% of the Area Median Income (AMI) (subject to change by HUD). The income limit is based on the number of people living in your household, including any roommates, children, and immediate or extended family living with you. All gross income is counted toward the limit

Requirements Beyond Income

You must reside in the Town of Andover.

Your landlord or lender must be willing to cooperate with the program.

You must provide all required supporting documents.

Maximum amount of assistance per household is $3,000.

Rental assistance to tenants unable to make full rent payments due to a continuing financial hardship. The maximum assistance is 50% of monthly rent; up to $1,000 per household per month; maximum 3 months.  Funds will be paid directly to the landlord unless unusual, documented circumstances exist.

Mortgage assistance to homeowners unable to make full mortgage payments due to a continuing financial hardship. Full or partial assistance to reduce a homeowner’s monthly mortgage payments (principal and interest only) with respect to the applicant’s primary residence, for a period up to 3 months or until the maximum amount of assistance $3,000 is reached. 

Homeowner eligibility criteria and documentation requirements include the General Eligibility Requirements plus statement of current inability to resume mortgage payments due to unemployment, underemployment or other continuing hardship. 

Household assistance to provide funds to resolve delinquent payments for utility, internet access services, HOA fees. Maximum assistance per household is $1,000 through this program with respect to the applicant’s primary residence. Funds will be paid directly to the utility provider, internet provider, or other applicable third-party authorized to collect eligible charges.

Documentation requirements for each and every application

  • Complete application, signed with certification and consent.

  • Proof of identity for head of household such a driver’s license or other government id.

  • Verification of housing and housing crisis, for example an eviction notice, notice to quit or delinquency letter.

  • Proof of housing, for example a lease or tenancy at will agreement or current mortgage statement.

  • Verification of income such as a current pay stub for each adult household member.

Next Steps

The application window is now open. Applications will be evaluated on a case-by-case, rolling basis. This program will end on December 31, 2024, or before if funding is not available.  

This assistance program may end or be canceled at any time without notice.
